The States have no powers to refuse implementation of Citizenship Act. The State Governments legally or otherwise cannot reject/block the Implementation of the Citizenship (Amendment) Act, 2019 as the Legislation was enacted under the Union List of the 7th Schedule of the Constitution, According to the Citizenship Act, members of Hindu, Sikh, Buddhist, Jain, Parsi and Christian communities who have come from Pakistan, Bangladesh and Afghanistan till December 31, 2014 and facing Religious Persecution there will not be treated as Illegal Immigrants but will be given Indian Citizenship.
The act says the refugees of the six communities will be given Indian citizenship after residing in India for five years, instead of 11 years earlier.
The Indian Parliament which has passed this Legislation by majority, has elected representative from every corner of India.Therefore eruption of Political Agitation in certain selected areas, is the failure of those Members of Parliament who were sleeping while the debate was on and had no valid Argument/Reason to oppose CAB in the Lok/Rajya Sabha.
The main instigator to create anarchy in India is the Congress, TMC and very few Muslim Parties, because their game/plan to Loot and destroy India, is getting difficult under Modiji's BJP Rule.

The CAB bill will be tabled in the Lok Sabha at 12pm today, by Shri Amit Shah; the Union Home Minister. A heated debate is expected in the parliament, but inspite this opposition, the CAB Bill will sail through and will be passed with the majority vote in it's favour, as the ruling party has absolute majority in the Lok Sabha.
The Bill will than be tabled in the Upper House, the Rajya Sabha; by the Union Home Minister Shri Amit Shah, on Tuesday.
Now, how the smooth sailing of CAB Bill (NRC) in the Upper House will be managed by the Ruling Party can be best speculated, of course with firm evidence of the ground reality. Out of total 245-members in the Rajya Sabha, Seven seats are still vacant. So the current strength of the Upper House is 238, and 120 votes are needed to pass any Bill. The BJP itself has 83 seats and together with its NDA allies it falls short of the halfway mark of 119. However, the BJP is confident that parties like the Biju Janata Dal (7 seats), Telangana Rashtra Samithi (6 seats) and YSR Congress Party (2 seats) will support the Bill. BJP strategists will be hoping that some of these non-aligned parties will either vote in favour of the Bill or abstain. The Shiv Sena has decided and declared it's support to the bill.

It gave the Nation a sense of extreme satisfaction, that at last the law enforcement authorities have taken the right and the best step possible, on this gruesome crime of rape and unimaginable heinous murder of a young vet Doctor. And than, the Cyberabad Police Commissioner conducts his press briefing, with simultaneous emergence of truth( though it is still unverified) that the mastermind of this gruesome incident is related to the partner in the Telangana Govt, A well known Muslim political leader. The Police Commissioner in his exuberance of so-called success story, tells the Nation that the 4 Rapists when still under the Police custody, without handcuff; (Police is known to handcuff even small & petty criminals) during the investigation of the crime site; manage to snatch weapons from 10 Police Personal and attack the same Police party boldly. This story doesn't seem plausible under any circumstances, condition & seriousness by which the Cyberabad Police party was required to conduct & operate. Not that the rapist killing should matter to anyone at all, but here the mystery gets compounded. Is Telangana Govt and the Cyberabad Police hiding something? Many questions therefore remain unanswered. We're they the actual criminals? Do they have connections with the ruling party partner a known radical Muslim leader?
These questions will never be answered, because public is blinded by this demonstrative doubtful success. The service of IAS, IPS and IFS Coming this Aug 19 will be allotted on basis of foundation course along with UPSC marks. 
Ranking in the civil services exam will not be the sole criteria anymore for allotting of services to candidates selected by the Union Public Service Commission (UPSC). 
The Modi government has decided that 10 per cent weightage will now be given to the performance of selected candidates in the "Mandatory" Combined Foundation Course ( till date this course was taken by these cadres as a joke & passtime).
According to a Department of Personnel and Training (DoPT) notification dated 9 July, starting this year, the services allotted to candidates would be subject to change depending on their performance in the foundation course. 
This idea of a unified foundation course was first proposed by the PMO last year. It was suggested that candidates selected by the UPSC would be allotted services not on the basis of their rankings in the UPSC exam, but on the basis of a Unified Foundation Course.
The proposal, however, was put on the backburner after the Modi government faced enormous backlash for attempting to tweak the recruitment of Civil Servants, and introducing what was seen as a high degree of subjectivity in the process of Service Allocation.
The latest government move to give weightage to the unified foundation course comes in this backdrop. 
The DoPT wants to make a fresh attempt to bring all 1,000-1,200 candidates selected by UPSC under a unified foundation course soon after they are recruited by the commission.
This is a major shift ever Implemented to bring total professionalism in these cadres and take out the arrogance of self style power centre in the country.

These political crisis may force the Governor of Karnataka, Honorable Shri Vajubhai Vaka to envoke Artical 356, for a total Constitutional Failure in the State. He may therefore Recommend the Centre to clamp The President Rule in the State Of Karnataka, very soon.
This is the most unprecedented situation, the development which the Central Government was fully aware, it is for this reason, they were in no hurry till date to form a BJP Government under Shri Yeddyurappa ji.

INDIAN ARMY UNDERGOES MAJOR CHANGE

BEGINNING END JULY.

The Indian Army will undergo major restructuring, which will begin as GOI approval for reorganization of the Indian Army Headquarters (AHQ) has already been given and expected to begin by this month-end July.
The AHQ restructuring is the first of the four studies being undertaken as part of the transformation of the force.
The Government has already given in-principle approval for the AHQ restructuring, to identify and to operationally utilize the available space. 
A new Deputy Chief (Sustenance) is going to look after all procurement,”under the plan. The Master-General Ordnance will report to the Deputy Chief to bring all ammunition under one head.
The Army now has two Deputy Chiefs, one for Information Systems and Training and the other for Planning and Systems.
These functions are being brought under one authority to avoid overlapping .
In another major change at the AHQ, the Directorates of Military Operations, Military Intelligence and Operational Logistics will report to the Deputy Chief (Strategy). The Perspective Planning Directorate will also report to this Deputy Chief.
The third Deputy Chief, Information Systems, will look after all technology and Cyber-Related Issues.
A new post of Additional Director-General (ADG), Vigilance, is being created, and he will report to the Army chief.
The four studies ordered by Army chief Gen Bipin Rawat are restructuring of the AHQ; the Army Restructuring which includes Creation of Integrated Battle Groups (IBG); The cadre review of Officers; and Review of the Terms and Conditions of Junior Commissioned Officers and Other Ranks.
The aim is a Holistic Integration to Enhance the Operational and Functional Efficiency, Optimize Budget Expenditure, Facilitate Force Modernization and address Aspirations in the Army.
The creation of new post of ADG Vigilance , is to ensure and Implement Information, of all Investigations which generally happen locally in the Indian Army. This will Standardize the Nature of Punishment, make available Record and Feedback, when being promoted.
There will also be a new Post of ADG, Human Resources, who “shall take Proactive Action on HR violations.”
In the Quartermaster General (QMG) branch, the post of ADG Technology Evaluation, is to be abolished and now the Chief Engineers in Formations will be responsible for constructions in their area, and not the Army Headquarters, as practiced presently, as AHQ cannot look into/monitor every construction that is happening all over Cantt & Military Stations in India.
The entire Training Function will move under the Army Training Command (ARTRAC), which will be shifted from Shimla to Meerut. 
The Director-General, Rashtriya Rifles (RR), now based in Delhi, will be moved to Udhampur, under an Additional Director-General (ADG), where the Northern Command is located. 

The Revamp of The Indian Army is now on fast track mode, therefore many more changes will happen soon.

TIRANGA NEWS TV CHANNEL DYING OR DEAD

Congress leader Kapil Sibal funded news channel, Tiranga TV has suddenly disappeared from several leading cable and direct-to-home (DTH) services. This is leading to speculations that the channel is certainly planning to pull the plug of Tiranga News Channel. 
Now the Anti-National journalist Barkha Dutt, whose help this Anti-National Congress Leader Kabil Sibal took to open this Anti-India Tiranga TV Channel is lashing out Kapil Sibal, stating that he has treated journalists of Tiranga TV "in a hideous way.
Stating that over 200 employees at the Noida-based HTN Tiranga TV, promoted by Sibal and his wife, have had "their equipment confiscated and face sackings without even a 6 month pay out". The situation at the channel was "appalling, and number of people had given up offers or left their jobs "on assurance from Kapil Sibal of a professionally run newsroom and a minimum tenure of 2 years", says this journalist Barkha Dutt. According to Dutt, "Neither husband nor wife have even showed up to talk to the staff, even after cancelling all live programming for 48 hrs.."
"What is most shameful is that Kapil Sibal earns crores every day and wont pay 200 employees, as per the Industry norm of 6 months or at least 3 months pay out, ruining the lives of 200 plus is Burkha Dutt complaining from the roof top.
The journalist also alleged that Sibal and his wife wanted to use Prime Minister Narendra Modi "as an excuse" to sack staff, by falsely alleging that PM is not letting the channel run.
"But to be absolutely blunt. Government of India (GOI) has done nothing like that. This fraud husband and wife are not facing the staff, but went on holiday to London, while shutting shop, exactly like Mallya, Dutt tweeted.
Dutt also alleged that she has been threatened with defamation and also been "ordered to withdraw" her emails comparing Sibal to Mallya.
She till date has refused to withdraw the emails. She says, that she would support the staff of HTN Tiranga TV and will help them fight this legally, with a criminal case and complain".
The journalist also accused Sibal's wife of verbally abusing female staffers of the channel, and stated that the case is fit for the National Commission for Women (NCW). "We will place signed affidavits to prove our case,"say Fraud and Cheat Dutt.

The good news is, Modi Government will be just eight seat short of half way mark in the Rajya Sabha by 5 July this month, this would be achieved as four TDP and one INLD MP will be joining BJP and another four will be added to the ruling alliance by July 5. 

The NDA Government is therefore inching closer to majority in Rajya Sabha, a crucial strategic achievement, that will help it overcome the previous 5 years hurdles, that blocked the Modi Government’s Legislative push in its last term.
Though NDA’s strength as on date stands at 111 in the present House strength of 235, due to 10 less vacancies, it will increase to 115 by July 5, just six short of the halfway mark in the House of 241.
In case of a full strength of the Rajya Sabha of 245, the ruling NDA alliance will need eight more members for a majority of 123 on its own. 
Just for your information, out of 12 nominated MP's in the Rajya Sabha, 8 members have already joined the BJP, and from the balance four, three would vote for the NDA Government. However, getting Legislation's Passed in the Upper House in the current session may not be a problem for the Government if the NDA gets the support of non-UPA parties like TRS, BJD and YSRCP
BJP is confident that the current gap in numbers will not hamper bills and there is now little possibility of the Government facing tough situations.
The passage of controversial bills like the one to ban Triple Talaq will however still be challenging. BJP’s ally Janata Dal (U) with six MPs is not on board and parties like BJD and YSRCP have their reservations too. However, BJP leaders feel support of parties can still be negotiated and, aided by some abstentions, even a difficult bills, are likely to make it.

Just recently a Maj Gen Rank Officer of the Army was Court Martialed, for falsely and fraudulently claiming disability pay benefits. As regards Battle Casualty Pay, If you remember, Pulwama Attack and developments thereafter, than you would certainly recollect, a Brigadier, a serving Bde Cdr, who shamelessly undertook a trip to the site of the Pulwama attack, just for site seeing. This Officer, was caught unaware, when Terrorist fired on his picnic party from a building across the Pulwama incident location.This cheat Brig, got scared and fell, injuring his foot. A word was spread by his cheat and corrupt colleagues, that the Brigadier was leading from the front and in that action, he has been shot on his foot, which unfortunately was a total blatant and brazen untruth and false. That Brig had just sprained his ankle, that to, not in any operational outing, away from his command and control Head Quarter. He had no military business to to be at that spot/location. He unfortunately became a Battle Casualty. 

Laughable and Shameful, isn't it for the Northern Army Cdr, who is aspiring to become the next Indian Army Chief, which he will certainly not become now. 

Gentleman, with these type of corrupt and cheat officers and with officers who witness this corruption and just don't speak out or complain, the entire organization is losing all it's benefits gradually and will suffer humiliation everyday like this in future also.

The Centre has asked Banks, PSUs and All its Departments to Review Service Records of Employees working under them to Weed out Corrupt and Non-Performing Staff
The Ministry of Personnel Affairs has written to Secretaries of all Central Government Departments asking them to carry out the Review of all Categories of Employees in "Letter and Spirit" and to ensure that decision to Retire a Public Servant is not "Arbitrary".
"All Ministries/Departments have been instructed to undertake this Periodic Reviews in Letter and Spirit, including in Public Sector Undertakings (PSUs)/Banks and Autonomous Institutions, under their Administrative Control".

The Ministries or Departments should ensure that the prescribed procedure like forming of opinion to Retire a Government Employee Prematurely in Public Interest is strictly adhered to, and that the decision is not an Arbitrary One, and is not based on Collateral Grounds.

The Service Records of Employees working under Banks, PSUs and Central Government Departments will be reviewed as per the Personnel Ministry Guidelines under Fundamental Rule 56 (J), (I) and Rule 48 of Central Civil Service (Pension) Rules 1972, a senior official said.

The Central Government had recently Retired 15 Officers of Indian Revenue Service (Customs and Central Excise) in Public Interest under these rules. Earlier this month, 12 Officers of Indian Revenue Service (Income Tax) were also Dismissed from Service.
It is for this reason Modi Government has decided to directly fill 40% of IAS Vacancies at Joint Secretary Level, by Non IAS Professionals from outside the system.
