The Genesis of this whole policy U Turn, with regards to doing away with Income Tax Exemption to Disability Pension beneficiaries, who have not been invalided out from the Army, Navy & AF and to those Battle Casualties not been given Gallantry Awards, is total corruption, nepotism and falsifying records and events by selected few. Just recently a Maj Gen Rank Officer of the Army was Court Martialed, for falsely and fraudulently claiming disability pay benefits. As regards Battle Casualty Pay, If you remember, Pulwama Attack and developments thereafter, than you would certainly recollect, a Brigadier, a serving Bde Cdr, who shamelessly undertook a trip to the site of the Pulwama attack, just for site seeing. This Officer, was caught unaware, when Terrorist fired on his picnic party from a building across the Pulwama incident location.This cheat Brig, got scared and fell, injuring his foot. A word was spread by his cheat and corrupt colleagues, that the Brigadier was leading from the front and in that action, he has been shot on his foot, which unfortunately was a total blatant and brazen untruth and false. That Brig had just sprained his ankle, that to, not in any operational outing, away from his command and control Head Quarter. He had no military business to to be at that spot/location. He unfortunately became a Battle Casualty. 

Laughable and Shameful, isn't it for the Northern Army Cdr, who is aspiring to become the next Indian Army Chief, which he will certainly not become now. 

Gentleman, with these type of corrupt and cheat officers and with officers who witness this corruption and just don't speak out or complain, the entire organization is losing all it's benefits gradually and will suffer humiliation everyday like this in future also. 

The Armed Forces are in this pathetic state of affairs, because they, if not for anything, are morally totally corrupt. The implementation order will come into effect from this financial year, Banks will start deducting income tax from now on.

All Government Organisations have been asked to furnish a report to the Ministry in a prescribed format by 15th day of each month, with effect from July 19.
The Centre has asked Banks, PSUs and All its Departments to Review Service Records of Employees working under them to Weed out Corrupt and Non-Performing Staff
The Ministry of Personnel Affairs has written to Secretaries of all Central Government Departments asking them to carry out the Review of all Categories of Employees in "Letter and Spirit" and to ensure that decision to Retire a Public Servant is not "Arbitrary".
"All Ministries/Departments have been instructed to undertake this Periodic Reviews in Letter and Spirit, including in Public Sector Undertakings (PSUs)/Banks and Autonomous Institutions, under their Administrative Control".

The Ministries or Departments should ensure that the prescribed procedure like forming of opinion to Retire a Government Employee Prematurely in Public Interest is strictly adhered to, and that the decision is not an Arbitrary One, and is not based on Collateral Grounds.

The Service Records of Employees working under Banks, PSUs and Central Government Departments will be reviewed as per the Personnel Ministry Guidelines under Fundamental Rule 56 (J), (I) and Rule 48 of Central Civil Service (Pension) Rules 1972, a senior official said.

The Central Government had recently Retired 15 Officers of Indian Revenue Service (Customs and Central Excise) in Public Interest under these rules. Earlier this month, 12 Officers of Indian Revenue Service (Income Tax) were also Dismissed from Service.
It is for this reason Modi Government has decided to directly fill 40% of IAS Vacancies at Joint Secretary Level, by Non IAS Professionals from outside the system.

More important, and more dangerous, it's gives valuable details of your likes/dislikes, character and also of your family and your loved ones and friends in details. These vital information, the enemy may exploit to its advantage any time/at an appropriate time in future.

MODI JI, RESTORES THE STATUS OF THE ARMED FORCES INDIRECTLY

The perpetual crib of the Armed Forces that NFU has been denied to them, has been undone by the Government today, now no service in the Country will enjoy this highly contentious and discriminatory perk, which so far was being enjoyed only by the Civil Services. This happens post July 19. 

The pension of Civil Servants who have retired in the Apex pay scales due to NFU but we're functionally at lower level will be revised. Ordnance to the effect has already been drafted and sent back to DoPT for study( Only for pension aspect. NFU approved to be discontinued)
The appraisal system for all India Services being revised to weed out the non performers.
The Armed Forces will now automatically get a higher status, because the All India Gp A Service to be merged into only Three(3) Services namely "IAS", which will include all Non Technical Service, like Accounts, Revenue etc; "IPS", which will include all Security related Service like CISF, BSF, CRPF Coast Gd etc etc; and "ITS" to include all Technical Services. With this Three there will be also be a Specialists Branches.
Now how this changes the profile of these services, firstly, their fast vertical climb ceases, they would be horizontally employed in now large spectrum of appointments, before they manipulate themselves to higher position of power and money. Like IPS officers coolly flaunt Colonel's/Brigadier's rank within few years of their service, because it is an appointment badge not a rank to them, but unfortunately they start comparing them, with senior hardened officers of the Army, as equal in public. Now, with this change they will have to serve as CISF, BSF, CRPF Company Commander's/ Second-in-Command / Commanding Officer and than only they will be eligible for further promotions; and wear the rank specific to that appointment, irrespective of what they were wearing as SP/ DIG/ IG of a place. It will now almost become a All India Service not State Cadre Service.
At Joint Secretary level, which is generally equated with a Maj Gen Rank, of the Army: by the IAS, IG by the IPS, is almost the end story for the IAS cadre Officers.
At Joint Secretary level Modi Government will be directly recruiting Professionals in every Government Department, to take the place and appointment of the IAS Officers Therefore very few IAS and IPS cadre Officers will reach that position of Power, without being thoroughly Professional and a Performer in their specified job.
Modi ji will value and honor only Results, Performance, Hardwork, Honesty, Character and Integrity. Armed Forces will also have to perform and display to India absolute results and become Professional and task oriented, with minimum casualties whatsoever

There is a lobby working overtime amongst Serving and Retired Serviceman, constantly spreading brazen rumours, that Modi Government is Anti-Armed Forces.
Beware Modiji is absolutely Transparent,Open, Straight and Candid in his working. His entire Government is totally honest and is working overtime to do everything best for you and India,

Modi Government today restores Free Ration to the entire Serving Personals of the Armed Forces also in the peace station, the facility which was withdrawn during 2017 due to Armed Forces own doing.

Another rumour which is going around and being pushed vehemently, is, Modi Government will be doing away and will be withdrawing Ex-servicemen Contributory Health Scheme (ECHS) for Retired Armed Forces personal very soon.
The Ministry of Defence, Department of Ex-servicemen Welfare, run the ECHS system through Head Quarters ECHS, Officered and manned by Army Medical Corps personal, both serving and retired and therefore many of them have deep vested interest to continue with this most useless, corrupt and almost failing system. This scheme has huge wasteful budget of 64 Crores a year, a big load on the Defence budget.
The scheme runs through large net work Poly clinics which is manpower heavy, fund guzzler and infructuous system. A big chunk of funds are being wasted on procedural paperwork, payment to civilian Doctors employed with no work, medicines purchases and maintaining huge infrastructure all over Indian town and villages. The working of the system is, after making the veteran patients run around in a circle, they are either referred to the Military Hospital or forwarded to Empanelled Civil Hospitals.
It is therefore realized, that so many Officers and Doctors employed by the ECHS, are just not doing anything, except wasting their own and patients time, to ultimately push the veteran old patients to the Empanelled Civil Hospitals

Now here Modi comes in, and rightly so. He says cut all this infructuous expenditure of ECHS Poly Clinics, Employment of Manpower and Maintaining unnecessary Infrastructure throughout India. Have one Indian Army Veteran Card giving you access to your CSD, ECHS and other places, where your Service HQ wishes to add you.
When you fall sick, go to the nearest Empanelled Civil Hospital or to your Military Hospital, flash your card, enter the sofware and get your work done. Why? Depend on your Service HQ for each and everything, leave them free to be Totally Operational and allow them to do their Military Operational Task Professionally. The Infructuous Service Head Quarters, like Area and Sub Area, created and spread all over India are also being disbanded for similar reasons.
Let me also clarify and assure to all those who are and should be waiting for OROP equalization on 1 July 19, that it will happen as promised. Therefore do not lose your heart and hope.

That so and so is the Son/Daughter, of a Cook, Auto Driver, Maid who washed utensils in the Army Officers Colony, thus statistically demeaning the entire organization. 
Not that such boys and girls should not join the Army, Navy or Air Force, they can and should be given all opportunities to join, but not on their background but purely on Competition and Merit. 
The trend which was started by Shri Mulayam Singh Yadav, during his tenure as the Defense Minister of India, on a particular case, where a Martyred Officers Wife was Commissioned as Officer in the Indian Army, has now caught the whims of all subsequent Defense Ministers further deteriorating to similar steps by Chief of Indian Army, Navy and Air Force adding huge damage of Sub-Standard manpower to the three Defense Forces.
Ladies and Gentlemen of India, Army, Navy and Air Force, the world over, are Extremely Professional Organizations, where Merit, Competition and Quality of being Passionate for the Task which you will undertake, which possibly may result in Sacrificing your Life for your Country, should Count. The aspect that your Father or Husband has been Martyred, should not become the Criteria and your Qualification to replace them. The Government infact should compensate you adequately for life to bear the huge loss of your Father or Husband and not burden the Forces with such undeserving and below average manpower.
Soldiering is not a Naukri to undo your Family Pathetic State, to Remove your Poverty and give you a place of Subsistence. 
Remember your Welfare comes last and that of the Nation comes "First Always and Every time".
